Note that there are spoilers (mostly minor, but I don't make guarantees that there will only be minor spoilers) for BFB and TPOT on this page... read on at your own discretion ;)
Despite the name, Death P.A.C.T. Again stands for the complete opposite of death - death prevention! In fact, the full name of Death P.A.C.T. Again is Death Prevention and Creating Trust. Again.
In the previous season of BFDI, BFB (Battle for BFDI), there was also a team named Death P.A.C.T. - without the "Again" part. And it's not like this team was made by objects who canonically watched BFB - no, they were competitors in BFB, who just wanted to bring their old team back together. Sadly, not everyone in the original team is in the newer team, and one of the original members didn't even join TPOT, so some members had to be replaced with others:
Liy, pictured on the very left, is the only member of either Death P.A.C.T. that does not join TPOT.
For the other three; Bottle joins The S!, Pen joins Are You Okay, and Pillow joins Just Not.
The team was originally formed by Pie and Liy, for the purpose of Pie teaching Liy how to prevent death from occurring, as she felt death was "disturbing". Black Hole was interested in this as well, and every other member of the BFB team (except Pillow) found the concept of death prevention interesting and decided to join. (As for Pillow, she just heard the word "death" and immediately came running over, which is honestly one of the reasons why I love this team so much, even though Pillow is on Just Not now.)
In BFB, the team had what is probably one of the longest streaks of never being UFE in BFDI history, only ever going to elimination once in the entirety of the 16 episodes that they were a team.
Throughout its time as a team, DPACTA has worked with death prevention as the number one priority. However, this does not mean they have never killed anyone before or failed to prevent death - two of the members (Fanny and Black Hole) even killed Tree once! (Although, in Black Hole's part, it was an accident.) (this is where it kinda turns into something focused on black hole)
After Black Hole accidentally killed one of his own team members, it felt as if an arc was starting where he realizes how much painful death can truly be, and goes to prevent death at all causes. This most significantly leads to him indirectly causing the entirety of Outbreak at Stake happening (by refusing to let Barf Bag die), and contestants dying from zombie barf.
However, in TPOT 10, this is hinted to change due to Black Hole's interactions with Fanny during a challenge (set inside his nightmare, where he is forced to kill everyone).

"But our mission is to focus on life, Black Hole. You're too focused on the death part."
A lot of the stuff in these next few paragraphs are educated speculation, as TPOT 10 is the latest episode of the series. (This is also where I start getting ranty...)
So, what does this interaction imply for TPOT? There are various theories out there, some probably even better than mine, but this is my own genuine thought. Because, y'know, this is my site, it'd be weird if this rant was written by someone else.
Previously, Black Hole has prevented every death he could, which in turn caused more death to happen. However, if he focuses more on the life part of the pact (without betraying the pact, of course), he may kill someone if it ends up being better for everyone else / the person themself than if they were dead. This can already be seen happening in the end of TPOT 10, where Black Hole allows Fanny and Marker to cut the currently-huge Tree, so that he can get out of the Goiky Canal and actually... walk and do challenges. This killing being allowed to happen can also be because of Fanny's words making him realize that he was only bringing others down by preventing their death (something he hadn't realized until Fanny had to tell him).
Because of the whole interaction, fans have been speculating that Black Hole and Fanny's arcs may be close to being over. However, I still think that there is potential for the two to extend their arc and go at least a little bit further. In fact, I believe that this is only just the beginning of a new arc, and there's more to come. And the arc that is happening is, well, an arc between Fanny and Black Hole themself.
Earlier in the season, Fanny and Black Hole practically saw each other as frenemies - Fanny would suggest something death related (like killing other contestants to win a challenge) and Black Hole would be against it, telling her that she would be "betraying the pact". Technically, it was, but Black Hole's failure to kill resulted in the consequences of Fanny losing her mouth and ability to speak, a much longer lasting consequence than "you have to walk to the recovery center after the challenge ends".
A bunch of fans theorize that the team will rebrand to Life P.A.C.T. - Life Protection and Creating Trust. And, well, I think I'm one of them xD. In fact, I even made a rushed concept for a new team logo:
This isn't the end of Death P.A.C.T. At most, it'll only be new beginning. No matter whether they are preventing death or protecting life, the pact is still the pact. And that's a fact.
This page is not final, at least not until there's no one left in Death P.A.C.T. Again. There's still more stories to be seen from the team members. Even then, there is still so much to say about this team, I've only currently ranted about Fanny and Black Hole (although they seem to be the center of the team right now, for a good reason)... As for the next Death P.A.C.T. Again elimination, I'm probably going to vote to save Black Hole (if he continues to show signs of development) ;)
